The more common method previously used to secure manhole covers is to weld them shut. Gray Iron or "Pig Iron" is notorious for being a poor conductor of weldments. Grinding these weldments in order to open the manhole cover for service or emergencies can damage the cover and the manhole frame. This method can take up to one hour to perform and costs thousands of dollars year after year.
Another method uses special bolts and requires the cover to be centered and indexed within the frame. These bolts are a problem for the operator as it takes unnecessary time to align with the frame.
Pan devices are another system, but only prevent access to the confined space while leaving the manhole cover susceptible to theft, vandalism or removal. They collect water and are a breeding ground for insects. In colder climates service workers are often faced with a pan of solid ice which required chiseling or chemicals to melt the ice. Finally, many of these devices rely on padlocks to prevent removal of the pan from the manhole frame. A good pair of bolt cutters can thwart this method of security. For these reasons they are seldom employed.
